He is born on May 13th, 1959 in Westchester County, New York to Chinese immigrant parents. He is 64 years old man living in Washinton D.C. Both his parents have worked as Hunter College as professors.

Following that, he held a similar position for the Honorable Eugene A. Wright in the United States Court of Appeals for the Ninth Circuit from 1989 to 1990.
From 1990 to 2001, Shan worked as an assistant United States attorney at the United States Department of Justice. In 1999-2000, he also served as counsel to the Attorney General.
